CAR CRS REGISTRATION

If you are the owner of a car that is over twenty years old, to which you are particularly attached or simply do not want to part with, by joining CAMER (Club Auto and Motorcycle of Reggio Emilia), you can receive 360-degree support to preserve your vehicle. For vehicles aged between 20 and 29 years, Law No. 145 of December 30, 2018, stipulates in Article 1, paragraph 1048, that if historic recognition is indicated on the registration certificate, they are subject to a 50 percent reduction in automobile tax. This provision has been in effect since January 1, 2019. Nevertheless, the Emilia Romagna Region, as confirmed on February 12, 2019, in the Legislative Assembly by the Regional Government, has communicated that the regional legislation from 2012 (L. Reg. 15/2012) remains in force compared to the national legislation, so certified vehicles can enjoy a complete tax exemption.

At our offices, by appointment with the commissioner, you can request:

• CRS (Certificate of Historical Relevance): This is the unique document that replaces the “technical characteristics certificate” and the old “historic certificate” (or “label”), which has not been issued since January 1, 2019. It is necessary for the circulation of vehicles of historical and collectible interest since March 19, 2010. It is required under D.M. 17/12/2009, which regulates the requirements for the circulation of vehicles of historical and collectible interest. It can be issued for:
– Registering a vehicle in the ASI historical register to acquire the qualification of a vehicle of historical and collectible interest.
– Reinstating vehicles of historical and collectible interest that have been removed from circulation, imported, or lack documents and/or license plates.

• C.I. (Certificate of Identity or “Golden Plate”): This is the certification of originality that attests that the vehicle conforms to its original production specifications. The document is issued for private purposes and contains photographs, dating, identification details, a description of the condition or any restoration carried out, classification, and the degree of originality based on any discrepancies present, in accordance with the rules of the International FIVA Technical Code.

• FIVA Card: This is the recognition document for the vehicle recognized internationally according to the rules of the current International FIVA Technical Code. It is issued in accordance with Articles 3 (Technical Classification of Vehicles) and 6 (FIVA Identity Cards) of the current International Technical Code and is granted to members for use. It allows participation in international FIVA calendar events and must be renewed when there is a change in ownership of the vehicle or after 10 years from the first issuance.

• Change of ownership and/or duplicates of any of the above documents.

MOTORBIKE CRS REGISTRATION

If you are the owner of a vintage motorcycle, to which you are particularly attached or simply do not want to part with, by joining CAMER (Club Auto and Motorcycle of Reggio Emilia), you can receive comprehensive support to preserve your vehicle. For vehicles aged between 20 and 29 years, similar to cars, Law No. 145 of December 30, 2018, stipulates in Article 1, paragraph 1048, that if historic recognition is indicated on the registration certificate, they are subject to a 50 percent reduction in automobile tax. This provision has been in effect since January 1, 2019. • ASI does not issue Certificates of Historical Relevance for mopeds because they do not fall within the definition of a “historic and collectible vehicle” as indicated in Article 1 of DM 19/3/2010. Therefore, an “ASI Historicity Card for Mopeds” is issued, which has value exclusively for private purposes.

• Change of ownership and/or duplicates of any of the above documents.
